The Ministry of Finance (MoF) on October 24, 2026, issued a notification regarding the Anti-Dumping Duty on Titanium Dioxide Imports from China PR.
The following has been stated:
• The Government has imposed anti-dumping duty on imports of Titanium Dioxide originating in or exported from China PR for a period of five years from the date of publication of the notification, unless revoked, superseded or amended earlier. The duty follows the final findings of the Directorate General of Trade Remedies (DGTR) dated August 3, 2026, which concluded that the goods were exported at dumped prices, causing material injury and posing a threat of injury to the domestic industry.
• The individual duty rates are conditional upon submission of a valid commercial invoice containing the prescribed manufacturer declaration; otherwise, the applicable residual duty will apply. Exemptions include titanium dioxide used in food additives, pharmaceutical tablet coatings, skincare products and sunscreens, textile and fibre production, and nano or ultrafine titanium dioxide with particle sizes below 100 nm used in textile or paint industries.
• The duty is payable in Indian currency, and the landed value for assessment will be determined under the Customs Act, 1962, with the applicable exchange rate based on the date of presentation of the bill of entry.
