The Fisheries & Ports Department, Govt. of Kerala on October 12, 2026, issued the Draft Kerala Inland Vessels (Mechanically Propelled) Qualifications, Criteria and Consideration, Fees or Charges for Assessors Rules, 2026.
The following has been stated:
• The draft rules prescribe qualifications for assessors of Category A, B and C inland vessels, including requirements relating to marine engineering, naval architecture, maritime certifications and relevant professional or sailing experience. The designated authority shall invite applications through advertisements in at least two widely circulated state-level newspapers, one in Malayalam and one in English, and on its website, with an application fee of ₹50. A selection committee comprising at least three members with relevant maritime expertise shall scrutinise applications, verify documents, conduct interviews and prepare a list of qualified assessors for consideration by the Kerala Maritime Board and approval by the State Government.
• Appointed assessors shall provide services as directed by the competent authorities or courts and submit written reports on wrecks, accidents, casualties, abandonment or loss within the prescribed time. Failure to perform duties wilfully may result in removal from the approved list. The designated authority shall determine assessors’ fees based on the nature, skill and duration of the assignment, payable on a daily, weekly, monthly or lump-sum basis. Fees shall generally be borne by the party requesting the assessor, while courts may appoint assessors independently, enhance fees and apportion costs between parties as considered appropriate. Fees and remuneration for additional tasks shall be specified in advance in the appointment letter.
• Objections and suggestions are invited by November 11, 2026.
