The Maharashtra Pollution Control Board (MPCB), on September 25, 2026, mandated Extended Producer Responsibility (EPR) registration on the relevant Central Pollution Control Board (CPCB) portals for entities covered under applicable waste management rules, in addition to registrations or authorisations required from MPCB. The circular covers plastic packaging waste, e-waste, battery waste, used and waste tyres, and used oil.
The requirement applies, as relevant to each waste stream, to producers, manufacturers, brand owners, importers, bulk consumers or generators, recyclers, refurbishers, processors, collection agents and retreaders. Entities must obtain registration through the respective CPCB portals: Plastic Waste, E-Waste, Battery Waste, Waste Tyres and Used Oil. Consent Granting Authorities must impose EPR registration conditions while processing Consent to Establish and Consent to Operate applications, verify valid and current registrations during renewals, and direct existing units without registration to obtain it within 30 days. EPR registration numbers must be mentioned in the reference section of the consent, and plant and machinery capacity must be verified and recorded in inspection reports.
The circular has come into force with immediate effect and applies to all covered industries and entities operating within MPCB’s jurisdiction. Non-compliant existing units may face action under the applicable Acts and Rules, including environmental compensation and legal proceedings under the Environment (Protection) Act, 1986. Technical Heads of Departments, Regional Officers and Sub-Regional Officers have been directed to communicate the requirements to concerned officers and industry associations for strict compliance.
