Secretarial ComplianceThe Insolvency and Bankruptcy Board of India (IBBI), on October 30, 2026, introduced a revised Form CA for submission of claims by financial creditors in a class, including real estate allottees. The revision follows the recommendations of the Committee on Framing Guidelines for Insolvency Proceedings in the Real Estate Sector (April 2026), which highlighted the need for a simplified, allottee-specific claim form to facilitate homebuyer participation, claim verification and collection of project-level information.

The revised Form CA, issued under Regulation 8A of the IBBI (Insolvency Resolution Process for Corporate Persons) Regulations, 2016, is divided into two parts: Part I is to be completed by financial creditors in a class other than real estate allottees, while Part II is specifically for real estate allottees. The circular partially modifies IBBI Circular No. IBBI/CIRP/94/2026 dated 2 June 2026.

All financial creditors in a class, including real estate allottees, are required to submit claims using the revised Form CA for claims filed on or after 30 October 2026. Claims already submitted using the earlier Form CA before this date are not required to be resubmitted.
