The Directorate General of Civil Aviation (DGCA) on October 19, 2026, invited comments on the Draft CAR, Section 3, Series C, Part X, Issue II, concerning the minimum requirements for undertaking aircraft operations using aircraft owned by State Governments or Central/State Government Public Sector Undertakings.
The proposed amendment seeks to revise Paragraph 6.1, requiring the permission holder to comply with the Operations Manual prepared in accordance with Appendix C of CAR Section 8, Series O, Part VII. The manual must be kept updated to reflect applicable regulatory requirements. Further, the operator must specify a revision cycle for acceptance of subsequent revisions, which shall not exceed one year.
