Industry Specific ComplianceThe Government of Haryana on September 07, 2026, under Section 30(2)(a) of the Food Safety and Standards Act, 2006, has prohibited the manufacture, storage, distribution and sale of food products containing tobacco that are flavoured, scented or mixed with specified additives, in the interest of public health.

The prohibition covers Gutka, Pan Masala, flavoured/scented tobacco, Kharra and similar products, whether packaged or unpackaged. It also applies where tobacco and other ingredients are packaged separately but sold or distributed in a manner that facilitates their mixing by consumers. The order covers products containing the specified additives, including heavy metals, anti-caking agents beyond permitted limits, silver leaf, binders, flavours, scents, fragrances and prohibited chemicals.

The prohibition applies throughout Haryana for a period of one year from the date of issuance of the order. Accordingly, manufacturers, distributors, storage operators and sellers dealing in such products must ensure compliance during this period.
