The Nagaland Pollution Control Board (NPCB), through its Public Notice dated October 26, 2026, has reiterated the requirements under the Plastic Waste Management Rules, 2016, as amended, pursuant to directions issued by the Central Pollution Control Board (CPCB) vide letter dated August 9, 2026. Under Rule 4(ha), manufacture, import, sale or use of compostable or biodegradable plastic products is permitted only after obtaining a valid certificate from CPCB.
CPCB has certified 371 manufacturers of compostable plastic carry bags and commodities, but has not granted certification to any manufacturer of biodegradable plastic carry bags or commodities under the Rules. Manufacturers, importers, sellers and e-commerce entities are advised to comply with prescribed CPCB labelling requirements and the Indian Standard IS/ISO 17088:2021 for compostable plastics under Rule 4(ha). The terms “compostable” and “biodegradable” are distinct and cannot be used interchangeably; unverified or misleading claims such as “100% compostable” or “100% biodegradable” are not permitted.
All manufacturers, importers, sellers and e-commerce entities dealing in such products in Nagaland must ensure compliance with the applicable provisions of the Plastic Waste Management Rules, 2016, as amended. False or misleading certification claims may invite appropriate action under the applicable Rules.
