The Ministry of Road Transport and Highways (MoRTH), on October 19, 2026, exercising powers under Sections 109(3) and 110(1)(k) of the Motor Vehicles Act, 1988, read with Rule 124(1) of the Central Motor Vehicles Rules, 1989, has amended the vehicle safety requirements prescribed under Notification No. S.O. 1365(E) dated December 13, 2004.
The amendment revises the implementation timelines for several Automotive Industry Standards (AIS), including AIS-098 (Rev. 1) for offset frontal collision protection, AIS-099 (Rev. 1) for lateral collision protection, AIS-100 (Rev. 1) for pedestrian and vulnerable road user protection, AIS-101 (Rev. 1) for rear-impact fuel-system and electric powertrain safety, AIS-201 for frontal collision occupant protection, and AIS-192 for Event Data Recorders. It also revises timelines for AIS-035 (Rev. 1) on foot controls and mandates immobilisers for M1 category vehicles under AIS-076. Key timelines include October 1, 2027 for new models under AIS-098 (Rev. 1) and AIS-099 (Rev. 1), October 1, 2028 for all models under these standards, and October 1, 2029 for AIS-192.
The revised requirements introduce phased compliance deadlines extending up to 2032, including mandatory use of the FlexPLI test tool under AIS-100 (Rev. 1) from October 1, 2032. Vehicle manufacturers and other concerned stakeholders must align vehicle design, testing and type-approval processes with the applicable implementation dates.
