The Bill seeks to repeal five Amendment Acts that are no longer required to be retained as separate enactments, since their amendments have already been incorporated into the respective principal Acts.

The Schedule to the Bill identifies the following five Acts for repeal: (i) Kerala Land Conservancy (Amendment) Act, 2009; (ii) Kerala Taxation Laws (Amendment) Act, 2014; (iii) Kerala Land Tax (Amendment) Act, 2016; (iv) Kerala Motor Vehicles Taxation (Amendment) Act, 2017; and (v) Kerala Conservation of Paddy Land and Wet Land (Amendment) Act, 2018. The Bill also contains saving provisions protecting existing enactments, rights, obligations, liabilities, proceedings and actions already undertaken, and clarifies that repeal will not revive any previously extinguished or non-existent rights or provisions.

The Bill provides that the proposed Act shall come into force immediately upon enactment. The document supplied is a Bill and not an enacted Act; therefore, the repeal will take effect only upon its enactment. The proposal follows the Kerala Government's Cabinet decision dated July 19, 2026, to repeal obsolete or irrelevant laws.
