EHS ComplianceThe Gujarat Pollution Control Board (GPCB) on October 23, 2026 issued a Public Notice clarifying the exemption of industries falling under the White Category from obtaining Consent to Establish (CTE) and Consolidated Consent and Authorisation (CCA) from the Board. The clarification follows GPCB’s circular dated October 23, 2026, which published an updated list of 768 industrial activities/products classified under the White Category, taking into account notifications issued by the Ministry of Environment, Forest and Climate Change (MoEF&CC) and directions of the Central Pollution Control Board (CPCB).

Industries whose proposed activities/products appear in the notified White Category list are not required to obtain GPCB’s CTE or CCA. Such units are required to submit a self-declared compliance to the State Pollution Control Board in accordance with MoEF&CC Notification No. G.S.R. 703(E) dated November 12, 2024. GPCB has further clarified that there is no provision requiring it to issue a separate clarification or acknowledgement confirming an industry's White Category status. Accordingly, government departments, banks and other institutions have been advised not to insist on such GPCB clarification and may process applicable permissions, registrations, licences, financial assistance or scheme benefits based on the information submitted by the industrial unit.

The updated list of 768 White Category activities/products is available on the GPCB website. The notice facilitates ease of doing business by removing the requirement for a separate GPCB acknowledgement as proof of White Category classification.
