The Ministry of Road Transport and Highways (MoRTH), through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, has introduced a Concessional Local Pass for eligible owners of non-commercial vehicles residing within 20 km of a National Highway fee plaza. The amendment has been notified under the National Highways Act, 1956.
Eligible vehicle owners with a valid and functional FASTag may opt for either the existing monthly pass or the annual Concessional Local Pass for a specific fee plaza. The annual fee is ₹1,500 for fee plazas located outside municipal or local town limits and ₹3,000 for fee plazas within such limits. The pass is plaza-specific and non-transferable. It will not be available on highways or expressways operating under a closed toll collection system or where a service road or alternative road is available.
The provision comes into effect on November 1, 2026, with availability at eligible fee plazas from that date and through the Rajmargyatra App from December 1, 2026. The Central Government may revise the annual rates, with revisions taking effect from April 1 each year.
