The Central Board of Indirect Taxes & Customs (CBIC) notified, on November 06, 2026, the Provisional assessment and furnishing of a guarantee in respect of imports of “Alloy Steel Chisel/tool and Hydraulic Rock Breaker in fully assembled condition” exported from Malaysia.
The following has been stated:
• CBIC, pursuant to Notification No. 27/2026-Customs (ADD) dated November 5, 2026, has issued instructions regarding imports of fully assembled hydraulic rock breakers and alloy steel chisels/tools exported from Malaysia, pending the outcome of an anti-circumvention investigation initiated by the Directorate General of Trade Remedies (DGTR). The investigation concerns alleged circumvention of existing anti-dumping duty imposed on imports originating in or exported from China PR and Korea RP through Malaysia. It covers seven specified assemblies, sub-assemblies and components of hydraulic rock breakers.
• Pending the investigation, such imports from Malaysia will be subjected to provisional assessment, and customs officers may obtain guarantees calculated on the CIF value at 162.50% for fully assembled hydraulic rock breakers and 29.21% for alloy steel chisels/tools. These guarantee rates are intended to secure any anti-dumping duty that may become payable following the Central Government's final decision.
